Overview
Cebu City is where Spanish colonisation of the Philippines began in 1565, and it remains the commercial capital of the central islands. It is a working city of business process outsourcing towers, hillside neighbourhoods and heavy traffic, but it is also the launch point for some of the best diving, island hopping and whale shark encounters in the world. English is universal, costs are low and the Filipino welcome is genuine. Many foreign residents split their time between the city and the beaches of Mactan, Moalboal or Bantayan.
